Garden fence/ boundary planning.

I would like to build a wall or erect a fence on the roadside and on the boundary either side of my front garden. The reason for this is that the plot is an unusual style where the side away from the road side is the ‘front of the property’ this has a drive etc on it and no real garden. The area to the roadsid which I consider the back has a lot of room between me and the road/footpath. I know that if I wanted to build a wall that was higher than 1m alongside the footpath/road on the boundary I would need planning. What I’m wondering is if I build the wall or fence half a meter or so inside the boundary would I sneak past the planning?
