If I apply for a change of use, does the classification change happen immediately?

Hi

I am looking at applying for a change of use on my property from a C3 to a C4. This is predominantly to try to prevent the same being done to a neighbouring property.

If I apply and permission is granted, does the use change immediately? Or can I choose when to enact it? If I submit plans for some changes to the plans, would the change of use only happen when the building works are complete?

Any help would be appreciated!

Are you are going down the Permitted Development (and optional Lawful Development Certificate) route as a permanent change? Or would you want to retain the C3 use so you would have join C3/C4 use?
