Legalities of application

A planning application has been submitted for a larger preschool on the site of a derelict prefab preschool.
The proposed preschool is within a village that has less than 10 under 5s and an existing preschool with capacity for 37.
The Children and Young People services stated it ‘is a much needed provision in the village’
The village has a population of 750.
The applicant data is based on a suburban setting with a population of 100,000.
They state we have 5 buses an hour whereas it is actually quoted as a 2 hourly service by the provider.
The applicant states the service need is 3 miles away for a larger village in a different catchment area.
The major road into the village is an accident hot spot with deaths and serious injuries.
The applicant states they will employ 5 staff to run the preschool and a wraparound service whereas they legally need a minimum of 11.
They are providing 8 parking spaces but doctored the parking guidance and removed the need for visitor spaces. They should be providing 16 spaces.
Please can anyone advise on the legalities of the above misinformation.
