Neighbour's new outbuilding

Our new neighbour has recently built a 6' by 12' outbuilding, adjacent to our boundary, and within 3' of our patio doors. It is about 2.5 metres high (we think it would have been higher, but we let him know before he'd finished that we knew what the planning regs say). However, it is brick on the three sides that face his garden and concrete blocks on our side (about 2 feet visible above the fence) and has a corrugated roof. In other words it looks horrible. Can we do anything?

Sadly there is very little you can do about this I am afraid. All planning policy is interested in is whether the structure needs planning permission. If it requires planning permission and an application is submitted to regularise the existing structure, then the planning department could in theory attach conditions to do with the materials it is constructed from and potential overlooking i.e. requiring windows to be obscured. Sorry to hear about your plight.
