No permitted development rightzs and replacemnt windows

The planning permission for our house states that notwithstanding permitted development rights under the 1995 Order "no new window(s) or other openings, other than those shown on the approved plans, shall be inserted in the walls".

Does this provision prevent us from installing replacement windows without planning permission, or does it merely prevent us from opening new window "holes" in the walls without planning permission?
