PD outbuildings

Hi - Hoping you could clarify the best approach here. I do want to build a PD outbuilding in my garden and was hoping to obtain an LDC for a proposed building beforehand.

My builder is now ready to start next week I have just been told and I would like to get things underway quickly.

If I was also to submit an application for an LDC next week too, would I need to put this down as LDC-proposed or LDC-existing? Assuming the LDC takes 2 months to come back the property would still be under construction at that point. It technically is neither existing nor proposed I guess unless a half-built building that hasn’t achieved building regs completion stage is still classed as a proposed outbuilding.

Any clarification on this would be very useful.

If it’s submitted before works start, then it’ll be proposed. If it’s submitted during or after the works have been completed, then it’ll be existing.
