Permitted development

Good afternoon,
Recently bought a bungalow and got refused planning for dormer turning roof from hip to gable. We are considering going down permitted development to obtain the dormer but wondered can you do the hip to gable on permitted as without this would struggle to get en suite or at a push half gable? Thanks for any replies in advance
