Planning condition advice

Im after some advice on what the following planning condition means?

This was attached to the last planning application approved, when our house was built.

"Notwithstanding the provisions of Article 3 of the Town and Country Planning General Development Order 1988, and subsequent amendment Orders, any development within Class A, Part 2, Schedule 2 shall be the subject of a separate application for planning permission"

If I read schedule 2, part 2, class A in the 1988 planning legislation (https://www.legislation.gov.uk/uksi/1988/1813/schedule/2/made) this relates to gates fences and walls.

Does this mean I need planning permission to put up a fence?

Correct.

The condition usually relates to Part 1. Never seen one bypass that and mention Part 2. Unless Part 1 is also mentioned?
