Planning permission required?

Hello, I’m seeking an advice on whether planning permission would be required if we were to rebuilt our existing side porch(built in 1990’s)? It doesn’t meet current criteria (its more than 3sqm and is less than 2 mtr away from the neighbour’s border).

Any knock down and re-build would need to comply with current regulations and policies.

So a new porch under PD would need to meet those exemption requirements.
