Replace Pitched Roof with Flat Roof - PD?

Hi Long story, but I want to use PD to build a 40 cubic metre loft extension to my house.

I was turned down on the grounds that I already have a rear extension which added 7 cubic metres of pitched roof and so the loft extension I applied for would have taken the total increase in roof space from the original building to 47 cubic metres.

Am I allowed, under PD, to replace the rear extension's pitched roof with a flat roof (so removing that 7 cubic metres) ?

If so, my thinking is that the loft extension would now fall within PD.

Any help gratefully accepted!

That theoretically should be fine.

Providing the resulting building still complies with the PD requirements, then yes.
