I have constructed a decking on a steep sloping garden and applied for planning permission retrospective however the planning officer has viewed the structure and her view is to reject based mainly on the over bearing look from the public road.
I plan to appeal but what are my options if any should the appeal fail.

Taking an application to Appeal is usually the final option. If the Appeal is dismissed, you could end up having to remove the structure.

Can you not open up a dialog with the Planning Officer to address the main issue for refusal and how it could be overturned?
