Sequential Test

Hi

I am in the process of getting the requirements ready to apply for planning permission on a 2 storey new build property adjacent to my current home.

I have received a pre-planning approval document back from the local council suggesting that I need a Flood Risk Assessment for Zone 2 along with a sequential test. Also the planning permission is for land that i currently own.

I understand a sequential test is to consider if alternative sites within the local authority area which could be at a lower flood risk. I don't understand the need for this as even if there were, this isn't land that i own or could build on?

is there anyone with any experience or knowledge who could shed a little light on this one for me?
