Side Return extension - confusion

Hi - I'm a little confused about the rule: "width no more than half that of the original house."
Mine is a victorian terrace, which has a small bathroom extension on the back (no idea when that was built- but I I suspect before 1948).
So when it says the new side extension cannot go beyond half the original size of house, does that include the bathroom - or is that in addition to it? The current bathroom extension is already more than half the width - so the addition would make it the full width of the house.
Basically, I'm trying to work out if I need planning permission or not! Thanks
