Temporary use of building for weddings

An argument is raising its head in our village about the proposed use of a former hall, now domestic studio, as a wedding venue for up to 6 times a year. The owner advises he has permission under the 28 day rule. My view is that the 28 day rule does not apply to buildings and therefore planning permission is required. Can you advise?
