Time limit to complain for Summer House that is in breach of planning regulations

Can anyone please tell me if there is a time limit in which to complain to the local authority with regard to my neighbours recently erected summer house which is approx 4 Mt high and very close to the boundary fence, which I have found out does not conform to planning regulations
Having been friends for a few years with our neighbours, it has caused a little cooling. in our friendship.
But I feel they have given no thought to how it would affect us, as we have now lost our privacy with this large tall building/windows over looking our garden.
